Marketing exceeded its lead-generation target. SDRs booked more meetings than planned. Sales reported enough pipeline to meet its forecast.

Every department had good news.

**The company still missed its revenue target.**

This is one of the most frustrating problems in B2B revenue leadership. Individual teams can perform exactly as expected while the business falls short.

The problem may not be the people. It may be how the company measures success.

## How Can Every Team Hit Its Goals While Revenue Falls Short?

Consider a hypothetical B2B company with a $20 million annual revenue target.

| Team | Reported performance |
| --- | --- |
| Marketing | Lead target exceeded by 10% |
| SDRs | Meeting target exceeded by 8% |
| Sales | Required pipeline coverage achieved |
| Company | Only $16 million in revenue against a $20 million target |

*Illustrative figures, not industry benchmarks.*

Every department delivered against its assigned metrics. Yet the company missed its revenue target by 20%.

**The question isn't simply which team underperformed. It's whether the goals were designed to produce the revenue the business needed.**

## The Hidden Problem With Departmental KPIs

Marketing, SDRs, and sales need different performance measures. But those measures must connect to a shared business outcome.

| Team | Traditional KPI | What leadership should also measure |
| --- | --- | --- |
| Marketing | Leads generated | Leads that become qualified opportunities and customers |
| SDRs | Meetings booked | Meetings that produce sales-accepted opportunities |
| Sales | Pipeline coverage | Pipeline that converts into revenue |

A marketing campaign can generate more leads without generating more buyers. An SDR team can book more meetings without creating more qualified opportunities. A sales team can maintain pipeline coverage while win rates decline.

Each department sees activity increasing. Leadership sees revenue falling short.

**More activity isn't necessarily more progress.**

## When Performance Metrics Reward the Wrong Behavior

Metrics influence decisions.

If marketing is rewarded primarily for lead volume, managers may favor campaigns that produce inexpensive leads—even when those leads rarely convert.

If SDRs are measured primarily on meetings, representatives may prioritize prospects willing to accept appointments rather than prospects with genuine buying needs.

If sales managers are evaluated on pipeline coverage, they may hesitate to remove opportunities that have little chance of closing.

These decisions aren't necessarily signs of poor management. People are responding to the objectives their organization established.

**When leadership rewards volume without measuring outcomes, it can unintentionally encourage the wrong behavior.**

## Why SDRs Often Feel the Most Pressure

Sales development sits between two organizations with different expectations. Marketing wants leads converted into sales conversations. Sales wants qualified opportunities with customers who are prepared to buy. SDRs must satisfy both.

A prospect may fit the ideal customer profile, engage with a campaign, and agree to a meeting. But that doesn't mean the prospect has a compelling business problem or an active purchasing process.

Marketing may count the lead as qualified. The SDR may count the meeting as successful. Sales may reject the opportunity.

Everyone is following a different definition of progress.

The solution isn't to blame the SDR team. It's to establish qualification standards that reflect how customers actually make purchasing decisions.

## What Sales and Marketing Alignment Should Actually Deliver

Better communication and shared dashboards are useful. But alignment should produce measurable improvements in revenue performance.

Leadership needs to understand what happens between departments—not just within them.

1. **Marketing to SDR:** What percentage of leads are accepted for meaningful follow-up?
2. **SDR to sales:** What percentage of completed meetings become sales-accepted opportunities?
3. **Sales qualification:** What percentage of accepted opportunities meet agreed qualification standards?
4. **Qualified pipeline to revenue:** What percentage eventually becomes closed business?

Measure these transitions using comparable customer groups and enough time for opportunities to mature. A decline at one handoff can explain why increasing activity elsewhere isn't improving revenue.

For a related perspective, read [why sales and marketing alignment doesn't always improve revenue](https://www.siteraconsulting.com/blog/sales-and-marketing-alignment-why-it-doesnt-always-improve-revenue).

## Five Questions Every CEO Should Ask

### 1. Are we measuring activities or business outcomes?

Understand which KPIs predict meaningful revenue progression—and which simply reflect work performed.

### 2. Do marketing, SDRs, and sales agree on qualification?

Compare written definitions with how opportunities are actually created and accepted in the CRM.

### 3. Where does conversion deteriorate?

Identify the handoff or sales stage where expected progress breaks down. See [how to analyze your sales pipeline](https://www.siteraconsulting.com/blog/how-to-analyze-your-sales-pipeline-and-find-revenue-bottlenecks) for related diagnostic measures.

### 4. Are our incentives encouraging the right decisions?

Examine whether performance targets reward opportunity quality, customer progression, and eventual outcomes.

### 5. What evidence supports our next investment?

Before adding campaigns or headcount, determine which constraint is preventing revenue growth.

## When Everyone Owns Their KPIs, Who Owns Revenue?

The answer isn't to eliminate departmental goals. Marketing still needs campaign metrics. SDRs still need productivity measures. Sales still needs pipeline and forecast visibility.

But executives need a connected view of how those activities produce revenue.

If leads increase but qualified opportunities don't, investigate targeting and qualification. If qualified opportunities increase but wins decline, investigate customer demand, competition, pricing, and sales execution. If opportunities repeatedly slip, examine whether the company understands the customer's decision process.

Each problem requires a different response.

**The goal is to invest in the part of the revenue system that actually needs improvement—not simply the department with the most visible shortfall.**

## Your Revenue Problem May Be Hiding Between Departments

When every team meets its KPIs but the company misses revenue, leadership should question the measurement system itself.

Are departments optimizing for outcomes that matter? Are qualification standards consistent? Can the company connect marketing and sales investment to revenue results?

Sitera Consulting's [Revenue Performance Diagnostic](https://www.siteraconsulting.com/revenue-performance-diagnostic) examines customer demand, qualification, sales execution, data, and business processes to identify where performance breaks down.

Before asking your teams to do more, determine whether they're being measured against the outcomes your business actually needs.
